Similarly, network and other utilities are provided at those institutions without charges as part of the commitment to training students through involvement in research. WebInstitutions vary widely on their policies, and while I have worked as a research administrator at two research universities, PUI's (Primarily Undergraduate Institutions) can offer more flexibility than large institutions or much less due to funding restrictions. I am going to generalize my answer a bit for the masses.
